The fox knows a lot of things but the hedgehog knows one big thing – This is the central thesis of Isaiah Berlins virtuoso essay about Tolstoy. In his essay he makes the fundamental distinction between people who are attracted to a variety of things and others who refer everything to one overall system.

In this project, we do not differ people but different performances of building typologies: Towers (hedgehogs) in which the programmatic and structural focus lays on one big thing and halls (foxes), that offer multiple possibilities of use and organisation simultaneously or over time. In this sense our project intends to be retroactive strategic plan for a Smart city in Graz.
